Akahata (Japanese Communist party's newspaper) reports that
32 fighter jets from France, Germany, and Spain got together at a Japanese Self-Defense Forces (SDF )
Air Division's Chitose Base in Hokkaido and participated in a joint

Japan
is not an official member of NATO but this type of training without
having Status of Forces Agreement (SOFA) wildly violates Japan's sovereignty. Also, this will send
out high alert messages to Russia, North Korea, and China.

Israel, Japan, Australia, while not members of NATO, are 'partners of NATO, with Israel at least having a permanent office at NATO headquarters in Brussels. NATO is a global organisation as evidenced by this and other war games - RIMPAC, Talisman Sabre etc etc etc.
