The US just sold $11 billion worth of Patriot missile parts and Apache attack helicopters to Qatar. Although the US considers Qatar an ally in the Middle East, the State Department recently accused the country of funding al-Qaeda in Syria as well as the organization best known as ISIS in Iraq. And according to the Washington Institute, David Cohen, the Treasury Department's undersecretary for terrorism and financial intelligence, Qatar is a "permissive terrorist financing environment."
