The 12 New Tridents slated for construction would (literally and figuratively) sink the Navy's shipbuilding budget, were it not for those sneaky members of Congress (whose districts are home to the companies that will build the new subs) who have come up with their diabolical slush fund to do an end run around the accepted budgetary process. Last year, Congress created a National Sea-Based Deterrent Fund to pay for the new missile subs outside the regular Navy budget.
